University of Michigan Pandemic Influenza Response Plan

To frame the situations under which actions might need to be taken at the University level, the Infectious Hazards Planning Group (IHPG) has defined five color-coded alert levels or phases based on the World Health Organization (WHO) pandemic phases:

Green—Worldwide Watch (corresponding to WHO phases 1–2)
Yellow— Efficient Human-to-Human Transmission (WHO phases 3–5)
Orange—Human Transmission within the Great Lakes area (WHO phase 5)
Red—Full-blown Worldwide Pandemic (WHO phase 6)
Blue—Recovery (WHO post period)
